ABSTRACT

This study analyzed the implementation of strategic sports management in the development of finswimming in Bali, emphasizing the influence of coaching systems, governance structures, and university involvement on the international competitiveness of student-athletes. Using a qualitative descriptive approach and a case study design, data were collected through in-depth interviews, participatory observations, and document analysis involving 30 participants, including athletes, coaches, club managers, federation officials, and university representatives. Thematic analysis was applied to identify patterns related to management practices, institutional collaboration, and athlete development. The results reveal that finswimming management in Bali is still primarily operational and event-oriented rather than guided by long-term strategic planning. However, the region's strong cultural identity, geographical advantages, and educational environment provide a conducive foundation for advancing athletic performance. Universities, particularly those with physical education programs, play an essential role by integrating biomechanics, sports psychology, and exercise science into athlete training. This academic contribution supports the holistic development of student-athletes and strengthens the connection between education and competitive sports. The study concludes that effective strategic sports management in finswimming requires enhanced coordination among universities, sports federations, and private stakeholders. Strengthening institutional leadership, governance, and resource allocation is essential to ensure sustainability and professionalism in athlete development. With improved collaboration and structured management, finswimming in Bali carries the potential to serve as a model for integrated sports governance and to elevate Indonesia's competitiveness in international aquatic sports.
